
Mexico moves toward an AI policy aimed at developing state capabilities, training specialized talent and building national technological infrastructure. The strategy, coordinated by the Agency for Digital Transformation and Telecommunications (ATDT), seeks that the State can create, adapt, supervise and operate AI systems, rather than limit itself to using solutions developed by third parties.
The National AI Plan is organized around three priorities: an ethical and legal framework, strengthening public software and capabilities, and a strategic infrastructure for technological sovereignty. This orientation also relates to the digitization of procedures, the protection of public data, and collaboration with universities, companies and technical communities.
A policy based on software, talent and infrastructure
The AI Factory concentrates part of the government's development efforts and brings together specialists to create tools for citizen assistance, information analysis and support for public decisions. Among the identified projects are Customs Semaphore, which helps prioritize inspections, and 24/7 Window, an assistant to consult procedures in everyday language.
The training component seeks to expand the availability of technical profiles. The Public AI Training Center offers training in artificial intelligence, data analysis, Java, cloud and cybersecurity, with participation from tech companies. The first generation includes 10,000 students and the projected capacity reaches 25,000 certifications annually.
The infrastructure will be another central element. Coatlicue is envisioned as a public supercomputer for research, tax and customs analysis, health, energy, agriculture and climate predictions. The ATDT also contemplates a national network of data centers and a government cloud to store, process and protect public information.
